Pedestrian rights violation?

THOUGHTS? 


This photo was taken next to the National Police headquarter on Jl. Trunojoyo in South Jakarta, in March. There is a sign stating that pedestrian is barred to either cross the street, or walk through that way. But, it left my mind in puzzles. 

As long as I remembered, I saw no sidewalks along the street. Nor I saw zebra cross or elevated bridge to cross the highway. So, where are pedestrians supposed to walk? How can I as a pedestrian cross the street? 

I have no answers either.
This photo was taken just 800 meters next to my boarding house. The sign was really good. It says that "Along the sidewalk, motorcycles are not allowed to park and vendors are barred."

But, see the picture below. 



To prevent motorcycles and vendors from stepping on the sidewalk, vases are put there (by a campus university management), preventing pedestrian, like me, from walking freely and leisurely on the dedicated sidewalk. I don't really see the point of the ban for the motorcycle and street vendors if I, as a pedestrian who can walk on the sidewalk rightfully, also cannot do that. Why does the campus management make such a ridiculous resolution.   

Well then, thoughts? hahahaha ...
